Yes. Unlike the Temporary Residence Card, the EU Resident Card strictly requires confirmed B1 Polish language proficiency. This must be an official state certificate, or a graduation diploma from a school or university in Poland where the language of instruction was Polish.
Karta Stałego Pobytu (Permanent Residence) is usually for people with Polish roots, a Card of the Pole (Karta Polaka), or spouses of Polish citizens. The EU Resident Card is for anyone who has lived in Poland legally and continuously for 5 years and has a stable income, regardless of their nationality or roots.
Time spent in Poland on a student visa or a student residence card counts as half (50%). For example, 2 years of studying will only count as 1 year towards your 5-year requirement for the EU Resident Card.
The card grants you the right to stay permanently in Poland and travel visa-free within the Schengen Area for 90 days in any 180-day period. While it makes it easier to obtain a work permit in some other EU countries (due to EU directives), it does not automatically give you the right to work anywhere in the EU without local permission.
Changing jobs does not invalidate your application, but you must immediately provide the Urząd with your new employment contract and updated ZUS declarations. Continuous, stable income is a core requirement.
